广西:十项举措服务1400多万农民工******

  随着2023年春节临近和疫情防控措施的优化调整,广西农民工迎来返乡潮。近日,广西壮族自治区人力资源和社会保障厅等12部门部署2023年春节期间“春暖农民工”服务行动,采取十项有力举措,服务1400多万农民工。

  送关怀慰问。开展走访慰问农民工活动,宣传党和政府对广大农民工群体的关心关爱,为留岗农民工组织文艺联欢、集体过年、发放年货等“送温暖”活动。要求各地村级就业社保服务平台、农民工综合服务中心、村两委干部与未返乡的农民工联络1次,了解关心他们的工作、生活情况。充分发挥好驻外劳务服务站、工会帮扶服务中心职能,结合农民工需求提供便利暖心服务。

  送出行保障。优化返乡服务,不再对返乡农民工查验健康码和核酸检测阴性证明。开通农民工集中购买汽车票、火车票绿色通道,设置志愿服务工作点,为有需要的大龄农民工在购票乘车、搬运行李等方面提供帮助。春节前,为农民工务工较为集中的地区开通直通列车、专车,在农民工自驾车返乡沿途集中地设立志愿服务点开展志愿服务,引导广大农民工平安有序返乡。春节后,加大“点对点”送工服务力度,为目的地集中、成规模成批次的农民工外出务工开通“家门到车门、车门到厂门”送工绿色直通车,预计超过10万农民工享受“点对点”送工服务。

  送社保帮扶。全面落实社会保险助企纾困、新增岗位社会保险补贴、吸纳重点群体就业社保补贴、带动就业补贴、创业补贴等政策,实施阶段性降低失业保险、工伤保险费率政策至2023年4月30日,推行失业保险稳岗返还和留工补助“免申即享”,实施缓缴社会保险费“即申即享”,推进就业社保补贴政策“直补快办”。

  送就业服务。利用好农民工返乡契机,深入实施提升就业服务质量工程,开展系列公共就业服务专项行动,组织“春风行动暨就业援助月”“金秋招聘月”等专项活动,通过远程招聘、直播带岗、大篷车送岗等形式,举办产业专场、行业专场、园区专场招聘活动。各市每周至少要举办1次专业性招聘活动,每月至少举办1次综合性招聘活动,促进农民工高质量充分就业。深化粤桂、桂深劳务协作,推进粤桂协作共建“一县一企”农村劳动力稳岗就业基地,帮助农民工和脱贫人口实现就业。

  送工作岗位。各地人力资源社会保障部门主动联系企业提出招工就业岗位需求,加大岗位信息归集投放力度,分类实现工作岗位靶向推送,对于有愿意在当地就业的返乡农民工,充分利用现有工业园区、农民工创业园、创业孵化基地、就业帮扶车间等载体予以安置;符合条件的,开发公益性岗位予以安置就业,保持全区公益性岗位总体稳定。以工代赈投资项目,优先安置返乡农民工、脱贫人口就近务工增收。

  送技能培训。鼓励农民工利用返乡闲暇时间提升技能水平,支持各地结合产业发展需求实际将急需紧缺技能人才纳入人才引进目录,大力开展急需紧缺职业(工种)培训,引导返乡农民工、脱贫人口(含防止返贫监测对象)等群体参加技能培训。持续深化“八桂系列”劳务品牌建设,举办“八桂系列”劳务品牌3+N专项赛,引导农民工参加劳务品牌标准化培训。预计2023年开展各类补贴性职业技能培训12万人次,开展“八桂系列”劳务品牌相关培训9万人次。

  送健康服务。开展疫情防控知识宣传,有针对性地提高农民工健康防护意识,为农民工疫苗接种等提供便利,对于农民工集中的企业、社区,协调医疗机构提供上门服务。做好返乡农民工健康监测服务和重点地区农民工职业病摸底工作,开展农民工义诊等活动,为农民工免费发放口罩、消毒液、防疫药品包等防疫用品。

  送权益保障。严格落实“三个严禁”和“一金七制度”,完善根治欠薪源头治理长效机制,推动涉嫌欠薪线索数量“去存量、减增量、防变量”。压实地方政府属地管理、行业部门监管和用人单位主体责任,对责任不落实、工作不力造成严重后果的依法依规追责。严厉打击拒不支付劳动报酬犯罪行为,对重大欠薪违法行为依法公开曝光,对恶意欠薪企业及其负责人实施联合惩戒,确保不出现因欠薪引发的重大群体性事件或恶性极端事件。加强劳动保障监察“两网化”管理,推动工程建设领域农民工工资支付监控预警平台建设。实施劳动关系“和谐同行”能力提升三年行动计划,完善劳动关系协商协调机制,提升劳动关系管理和服务水平。常态化开展“加强争议预防服务千家企业”活动,提升争议预防效果。

  送文化娱乐。全区3个美术馆、115个公共图书馆、124个文化馆、235个博物馆(纪念馆)、1174个乡镇综合文化站全部面向农民工免费开放。有针对性地开发、开放一批农民工喜闻乐见的公共文化服务资源,举办面向农民工的群众文化活动。

  送关爱帮扶。及时为符合条件的失业农民工发放失业保险待遇。持续做好农村困难群众基本生活保障,加强农村低收入人口动态监测和救助帮扶,将符合条件的防止返贫监测对象按规定纳入农村低保或特困供养范围,及时给予临时救助。开展留守老年人探访关爱,根据实际情况提供政策宣传讲解、需求转介和必要救援等服务。加强对农村留守儿童的走访慰问,对于有困难的农村留守儿童及家庭提供关爱帮扶措施。(光明日报全媒体记者 周仕兴、王瑾雯)

中新网评:处理核污水绝不是日本自家私事******

  中新网北京1月19日电(蒋鲤)日本政府近日称,将于2023年春夏期间开始向海洋排放经过处理的福岛第一核电站核污水。日本罔顾国内民众及周边国家的屡屡反对,企图将核污水“一倒了之”,把一件关乎全球海洋生态环境和公众健康的事当成了自家私事。

  2011年,福岛核电站事故发生后,大量放射性物质泄漏到大气层和太平洋,对周围环境造成了难以逆转的伤害,数十万人被迫撤离该地区。时至今日,作为日本邻国之一的韩国仍未解除福岛海鲜禁令。

  日本以核污水存储能力即将达到上限为由,在2021年4月13日,正式决定将福岛第一核电站核污水排入太平洋。过去一年多,日本政府和东京电力公司一直在持续推进核污水排海计划。

  日本政府辩称,这些核污水经多核素处理系统(ALPS)处理后很安全,甚至“可以喝”,这样的表态无疑在愚弄大众。

  事实上,经过处理的核污水仍含有多种放射性物质,核污水一旦排放入海就无法回收,长期来看,将会给海洋生态带来难以估量的潜在威胁,最终危害人类健康。

  因此,核污水排海计划推出后,遭到日本民众强烈反对。日本《朝日新闻》2022年3月公布的问卷调查显示,福岛县、宫城县和岩手县受访的42个市町村长中,约六成反对东京电力公司福岛第一核电站核污水排放入海。日本全国渔业协会联合会也多次申明立场,反对该计划。

  日本政府认为,核污水排海是最便宜、最省事的解决方案,但此举却将周边国家乃至全世界置于核污染风险中。太平洋非日本一家之海,核污水会随着洋流流动,其影响势必会跨越国界,危害周边国家乃至整个国际社会的公共福祉和利益。

  《韩国经济新闻》发文称,相关研究认为,福岛核污水如果排放入海,约7个月后将到达济州等韩国海域,该国水产业和旅游业将遭受相当大的损失。

  德国南极海洋机构也曾发出警告,若日本将所有核污水排入海中,不到半年,整个太平洋都将面临高度辐射威胁,包括远在大洋另一端的美国。太平洋地区人民更是对日本该计划持反对意见。

  日本作为《联合国海洋法公约》缔约国,有义务保护海洋环境。然而,在核污水排海方案的正当性、核污水数据的可靠性、净化装置的有效性、环境影响的不确定性等问题上,日本未能作出科学、可信的说明。

  国际原子能机构技术工作组虽已三次赴日实地考察评估,但尚未就日排海方案的安全性给出结论,并且对日本提出诸多澄清要求和整改意见。在此情况下,日本仍执意推进核污水排海工程建设,这是极不负责任的行为。

  太平洋不是日本的下水道,日本必须正视各方合理关切,在与周边国家等相关利益方和国际原子能机构充分协商后,制定合理的核污水处理方案。日本也要着眼长远,若只顾眼前,执意将核污水排放入海,不仅其自身,周边国家乃至全世界都将为之买单,其后果必将会危害数代人。

  Fukushima water disposal by no means Japan’s own business

  (ECNS) -- Japan has announced it will release treated wastewater from the wrecked Fukushima Daiichi Nuclear Power Plant into the Pacific Ocean this year.

  Although Fukushima wastewater disposal affects global marine ecological environment protection and public health, Japan has turned a deaf ear to domestic and international opposition to dumping the contaminated water into the sea, treating the "global" matter as its own business.

  The Fukushima accident in 2011 had sent large quantities of radiation into the atmosphere and the Pacific Ocean, causing irreversible damage to the surrounding environment, and hundreds of thousands of people were forced to evacuate the area. South Korea still maintains its import ban on Japanese seafood from areas affected by the Fukushima nuclear disaster.

  On April 13, 2021, Japan announced it had decided to discharge contaminated radioactive wastewater in Fukushima Prefecture into the sea due to dwindling storage space, with the Japanese government and plant operator Tokyo Electric Power Company Holdings Inc. promoting the release plan over the past year.

  The Japanese government argues that the water treated by an advanced liquid processing system, or ALPS, is safe and drinkable, which is undoubtedly fooling the public.

  In fact, the treated wastewater still includes a variety of radioactive substances and can’t be recycled once discharged into the sea, which will pose a great threat to marine ecology and ultimately endanger human health in the long run.

  Therefore, the discharge plan has been strongly opposed in Japan. According to a questionnaire conducted by The Asahi Shimbun, nearly 60 percent of mayors of 42 municipalities in Iwate, Miyagi and Fukushima prefectures oppose the discharge plan. The National Fisheries Cooperative Federation of Japan has also repeatedly stated its opposition in public.

  The Japanese government believes that dumping Fukushima wastewater into the sea is the cheapest and most convenient solution, but neighboring countries and even the whole world will be at risk of nuclear pollution.

  The Pacific Ocean doesn’t belong to Japan and the wastewater flow along oceanic currents will surely break boundaries and endanger public welfare and the interests of neighboring countries and even the international community.

  The Korea Economic Daily reported that related research concluded that if contaminated water from Fukushima is released into the ocean, it would only take seven months for the contaminated water to reach the shores of Jeju Island, with the country's aquaculture and tourism suffering considerable losses.

  According to the calculation of a German marine scientific research institute, radioactive materials will spread to most of the Pacific Ocean within half a year from the date of discharge, and the U.S. and Canada will be affected by nuclear pollution. People in the Pacific region also oppose the discharge plan.

  As a participant of the United Nations Convention on the Law of the Sea, Japan has the obligation of protecting the marine environment.

  However, it hasn’t offered a full and convincing explanation on issues like the legitimacy of the discharge plan, the reliability of data on the nuclear-contaminated water, the efficacy of the treatment system or the uncertainty of environmental impact.

  Though the IAEA has yet to complete a comprehensive review after three investigations in Japan, the Japanese side has been pushing through the approval process for its discharge plan and even started building facilities for the discharge. It is rather irresponsible for Japan to act against public opinion at home and concerns abroad.

  The Pacific Ocean is not a private Japanese sewer. The country must seriously heed the voices of the international community and make a reasonable plan for the Fukushima wastewater disposal after full consultation with stakeholders and international agencies.

  If it only seeks instant interest and insists on discharging the contaminated water into the sea, not only itself, but also its neighboring countries and the entire world will pay for the decision and several generations will be forced to bear the consequence.
